Speakers—including Kevin Johnson, Danielle Allen, George Cheung, Cynthia Richie Terrell, David Daley, Nick Troiano, Neal Simon, Chris Hughes, Pedro Hernandez, Sangita Sigdyal, and Rob Richie—lay out how the FRA’s three pillars work together: ranked choice voting (RCV) to ensure majority support and more civil campaigns; larger, multi-member congressional districts to reflect real ideological and demographic diversity; and independent redistricting commissions to eliminate partisan map-rigging.

They argue our current winner-take-all, single-member districts create “rounding errors” that silence millions—think Republicans in deep-blue states and Democrats in deep-red ones. With proportional outcomes from multi-member districts using RCV, every vote becomes meaningful and communities across the spectrum can elect candidates of choice. The panel highlights additional benefits, including breaking the incumbency chokehold, boosting competition, reducing polarization, and increasing women’s representation, as both RCV and multi-seat districts have strong track records of electing more women.

Bottom line: The FRA is a practical, statutory reform — no constitutional amendment required — that modernizes House elections so that Congress better mirrors America and incentivizes lawmakers to govern together.
