    Angela Kouters

    Angela Kouters is the Director of Government Affairs at FairVote. She has previously held senior roles on Capitol Hill, in campaigns, and within the Obama Administration. 

    She started on Capitol Hill as an aide to Senator Ernest "Fritz" Hollings on the Senate Commerce, Science and Transportation Committee. In 2004, she worked on the John Kerry presidential campaign and later went on to work at the DCCC. Angela returned to Capitol Hill serving as Chief of Staff for Rep. Jerry McNerney, Rep. Glenn Nye, and then Rep. Betty Sutton.

    Angela then moved over into the Obama Administration serving as Director of Congressional Affairs at the U.S. Office of Personnel Management and then the Department of Homeland Security serving as the Acting Director of Legislative Affairs. She moved back home to Charleston, SC to be a Senior Advisor for Senator Amy Klobuchar’s presidential campaign.

    Angela lives in Charleston, SC, and tries to keep up with her dog at the dog park.

    Tiffany Gardner

    Tiffany Gardner is the CEO of ReflectUS, a national, nonpartisan coalition working to increase the number of women in office and achieve equal representation across the racial, ideological, ethnic, and geographic spectrum.

    Tiffany brings over a decade of extensive international experience in human rights advocacy and domestic public interest. She has worked on women’s rights, human rights, and grassroots organizing throughout Africa, Southeast Asia, and the United States. She worked with the South African Truth and Reconciliation Commission, the United Nations International Law Commission, and Human Rights Watch and recently was the co-founder and director of the One World Exchange Program for under-represented U.S. college students and organized international solidarity coalitions.

    Tiffany is a former Mergers & Acquisitions associate at the New York law firm Skadden, Arps, Slate, Meagher & Flom LLP. She received a B.A. from Yale University, a J.D. from New York University School of Law, and an LL.M. in human rights law from Columbia University Law School. She is a Member of the Council on Foreign Relations.

    Yael Bromberg

    Yael Bromberg is the Chief Counsel and Strategic Advisor for The Andrew Goodman Foundation (outside counsel), and Principal of Bromberg Law LLC. Bromberg has litigated in state and federal courts across the country.

    She serves as a Lecturer at Rutgers Law School, where she teaches Election Law & the Political Process, and is a Visiting Associate with the Eagleton Institute of Politics. She currently works with the Harvard Kennedy School's William Trotter Collaborative for Social Justice on a youth voting rights project, and serves on the advisory council for American Promise, an organization dedicated to ending big money in our political system. She previously worked in the Washington, D.C. headquarters of Common Cause, and taught and supervised litigation in Georgetown University Law Center’s Civil Rights Clinic and Voting Rights Institute.

    Her prior experiences include a clerkship with the Honorable Dickinson R. Debevoise in the United States District Court for the District of New Jersey. Bromberg is a graduate of Douglass College and Rutgers School of Law-Newark, where she served as a Kinoy/Stavis Fellow in the Rutgers Constitutional Rights Clinic and received upon graduation the Eli Jarmel Memorial Award for greatest interest and proficiency in public interest law. In 2015, she received the Eric Neisser Public Service Alumni Award in recognition of her work in democracy law, and is the youngest recipient of the award.

    Bromberg’s scholarship, “Youth Voting Rights and the Unfulfilled Promise of the Twenty-Sixth Amendment,” was recently published in the University of Pennsylvania Journal of Constitutional Law.

    Bromberg is barred in New Jersey, New York, and the District of Columbia.

    Christine Chen

    Christine Chen is a co-Founder and Executive Director of Asian Pacific Islander American Vote (APIAVote), one of the most trusted national, nonpartisan organizations. APIAVote’s mission is to work with local and state community-based organizations (CBOs) to mobilize Asian American and Pacific Islander (AAPI) communities in electoral and civic engagement. Since 2007, APIAVote has been building power in AAPI communities by investing in their capacity and infrastructure to mobilize voters.

    This investment, as well as, proactively training and resourcing community leaders across the country, paid off in the 2020 election cycle and Census. Under Chen’s leadership, APIAVote strengthened and expanded APIAVote's partners into 28 states and made two historical milestones; attracted, then-candidate Joe Biden to speak directly to the AAPI electorate, a first in history for a Presidential nominee, and second, contributed to the groundwork that led to the highest AAPI voter turnout in history.

    Chen has been a champion for the empowerment of AAPI communities from the start of her career. Moving to Washington, DC, from Ohio, she took on organizing and leadership roles at the Organization of Chinese Americans (OCA), and started a consulting firm, Strategic Alliances USA which was built on her broad and deep pool of relationships and skills in the AAPI community and in government. Chen’s firm included clients such as the Linsanity documentary, Comcast, and USDA to coordinate their outreach to Hmong farmers in Arkansas.

    While serving as Executive Director of OCA National from 2001 to 2006, Chen served as a member of the executive committee of the Leadership Conference on Civil and Human Rights, founding member of APIA Scholars, and served on numerous boards including the National Council of Asian Pacific Americans and Demos Board of Trustees. She currently serves on the Kennedy Center Community Advisory Board and the Center for Asian American Media.

    Anathea Chino

    Anathea Chino (Acoma Pueblo) is a queer Indigenous woman working to create pathways that ensure women of color, queer people, and Indigenous people are visible and represented in the U.S. political landscape.

    Anathea has more than 18 years of experience as a political strategist, fundraiser, and operative at the tribal, state, and national levels. Anathea co-founded and is the Executive Director of Advance Native Political Leadership, the first and only national Native organization aimed at addressing the underrepresentation of Native Americans in local and state elected leadership. Previously, she worked at UltraViolet, Democracy Alliance, and Neiman Marcus.

    Anathea was selected for She The People’s 20 for 2020, a list highlighting women of color in politics to watch in 2020. She currently serves on the national Board of Directors and Advisory Boards of Americans for Indian Opportunity, California Native Vote Project, Emergent Fund, and Inclusv. Anathea is a Co-Principal for the Women’s Democracy Lab, a project created to radically reimagine what leadership looks like and ensure Indigenous women and women of color can thrive in elected office; a Co-Founder of Indigenous Women Rise; and a founding Board Member and former President of Emerge New Mexico. She also serves as a Mentor for the Fannie Lou Hamer Fellowship through the Sandler Phillips Center.

    Christina Das

    Christina Das is an Attorney with the NAACP LDF in their Prepared to Vote and Voting Rights Defender Project. At LDF, Christina serves as the Texas and South Carolina lead for Election Protection and Pre-Litigation Advocacy. Christina graduated magna cum laude from the University of Pittsburgh Honors College with a dual degree in Political Science & Philosophy in 2014 and then with J.D. from the City University of New York School of Law in 2020.

    Since graduating from law school, Christina remains involved in electoral organizing from the local to the national level, seeking to aid more New Americans access to the ballot box. She also serves as a Member of the New York State Bar Association Task Force on Voting Rights & Democracy and resides in Brooklyn, NY.

    Jena Griswold

    Jena Marie Griswold is Colorado’s 39th Secretary of State, and began her term on January 8, 2019. She is the youngest elected Secretary of State in the United States. Griswold grew up in a working-class family in rural Colorado and was the first person in her family to attend a four-year college and then law school. She knows first-hand how important it is for every vote to count and for every Coloradan's voice to be heard, no matter their background or income. She will protect our right to vote, fight secret political spending, improve transparency, and stand up to those who try to bend the rules or break the law.

    Griswold has practiced international anti-corruption law and worked as a voter protection attorney, where she made sure Coloradans were able to participate in our democracy. She served as the Director of the Governor of Colorado’s DC Office, advocating on behalf of Colorado in D.C. During that time, Griswold was instrumental in bringing back hundreds of millions of relief dollars to help the Colorado communities hit by the 2013 flood. Before her election to Colorado Secretary of State, Griswold ran her own small business, a legal practice in Louisville.

    Griswold holds a B.A. in Politics and Spanish Literature from Whitman College and a J.D from the University of Pennsylvania Law School. Griswold is fluent in Spanish and a graduate of Estes Park High School in Estes Park, Colorado. In 2006, Griswold was awarded the Watson Fellowship, and in 2009, the Penn Law International Human Rights Fellowship. Griswold is not married and lives in Louisville, Colorado.

    Shemia Fagan

    Shemia Fagan was elected Oregon's 28th Secretary of State in 2020. Before she was elected to office, Secretary Fagan worked as an attorney in private practice. She later received training on campaigning for public office from the Emerge Oregon program. Fagan first entered public service in 2011 when she was elected to the David Douglas School Board. She later served in the Oregon House and Senate. Secretary Fagan is a strong defender of the vote by mail system and committed to building on Oregon’s tradition of secure and accessible elections.

    Eileen Reavey

    Eileen Reavey co-founded the grassroots advocacy group campaigning for Oregon to pass the National Popular Vote bill in 2016. She now works to apply those organizing lessons in other states as National Popular Vote’s National Grassroots Director. She works on building momentum and support for this issue nationwide, and on training volunteers to be organizers and informed advocates for the cause.

    Teresa Leger

    Teresa Leger Fernandez is a U.S. Representative from New Mexico. She was born in Las Vegas, NM. Prior to being elected to serve in the 117th Congress (2021-present), Representative Leger worked as a lawyer in private practice, where she worked on community development, tribal advocacy, and civil rights. 

    During the Clinton Administration, Representative Leger Fernandez served as a White House Fellow. She later served on the Advisory Council on Historic Preservation during the Obama Administration. In 2017, she led a successful effort to bring ranked choice voting to Santa Fe, NM.

    Teresa Mosqueda

    Teresa Mosqueda was elected in November 2017 to serve the 725,000+ residents in Seattle as the citywide council member in position 8 for a four-year term. She ran as a Labor Democrat and mother. She is also the first first-time candidate in the Nation to win using publicly financed campaign vouchers committed to only taking small-dollar contributions and engaging new voters with Democracy Vouchers. 

    On the council, Mosqueda chairs the Finance and Housing Committee. Mosqueda's top priority is promoting healthy communities, lifting-up working families, and creating more affordable housing for all residents. Mosqueda works every day to build an economy that works for all and has dedicated her career to amplifying the voices of the most vulnerable in her community. 

    In 2018, Mosqueda was named one of Seattle’s Most Influential People for her work on critical legislation in her first year in office, she later won the same award again in 2021. Teresa was also awarded the Local Progress 2019 Ady Barkan Progressive Champion Award. Mosqueda is a member of the National League of Cities, appointed to their National Housing Affordability Taskforce, and is on the Human Development Committee.

    Danielle Allen

    Danielle Allen, James Bryant Conant University Professor at Harvard University, and Director of Harvard’s Edmond J. Safra Center for Ethics, is a political theorist who has published broadly in democratic theory, political sociology, and the history of political thought. Widely known for her work on justice and citizenship in both ancient Athens and modern America, Allen is the author of The World of Prometheus: The Politics of Punishing in Democratic Athens (2000), Talking to Strangers: Anxieties of Citizenship since Brown vs. the Board of Education (2004), Why Plato Wrote (2010), Our Declaration: A Reading of the Declaration of Independence in Defense of Equality (2014), Education and Equality (2016), and Cuz: The Life and Times of Michael A. (2017). She is the co-editor of the award-winning Education, Justice, and Democracy (2013, with Rob Reich) and From Voice to Influence: Understanding Citizenship in the Digital Age (2015, with Jennifer Light). She is a former Chair of the Mellon Foundation Board, past Chair of the Pulitzer Prize Board, and a member of the American Academy of Arts and Sciences and the American Philosophical Society.

    She has chaired numerous commission processes and is a lead author on influential policy roadmaps, including Pursuing Excellence on a Foundation of InclusionRoadmap to Pandemic Resilience; Pandemic Resilience: Getting it Done; Our Common Purpose: Reinventing American Democracy for the 21st Century; and Education for American Democracy: Excellence in History and Civics for all Learners K-12.  She was for many years a contributing columnist for the Washington Post and writes for the Atlantic.

    Allen is the founding director for the Democratic Knowledge Project Design Studio, which emerged from the Democratic Knowledge Project, a distributed research and action lab at Harvard University.  Allen's lab, the Democratic Knowledge Project, worked to identify, strengthen, and disseminate the bodies of knowledge, skills, and capacities that democratic citizens need in order to succeed at operating their democracy.  The Design Studio now supports the Democratic Knowledge Project K-12 civic education work, for which Allen is a faculty advisor.

    Ann Ravel

    Ann Ravel was nominated to the Federal Election Commission (FEC) by President Obama on June 21, 2013. After her appointment received the unanimous consent of the United States Senate, Ms. Ravel joined the Commission on October 25, 2013. She served as Chair of the Commission for 2015 and Vice-Chair for 2014 before leaving in 2017.

    Previously, Ms. Ravel served as Chair of the California Fair Political Practices Commission (FPPC), to which Governor Edmund G. Brown, Jr. appointed her. At the FPPC, Ms. Ravel oversaw the regulation of campaign finance, lobbyist registration and reporting, and ethics and conflicts of interest related to officeholders and public employees. During her tenure at the FPPC, Ms. Ravel was instrumental in the creation of the States’ Unified Network (SUN) Center, a web-based center for sharing information on campaign finance.

    Before joining the FPPC, Ms. Ravel served as Deputy Assistant Attorney General for Torts and Consumer Litigation in the Civil Division of the United States Department of Justice. Ms. Ravel also worked as an attorney in the Santa Clara County Counsel’s Office, ultimately serving as the appointed County Counsel from 1998 until 2009. Ms. Ravel represented the County and its elected officials, provided advice on the state Political Reform Act, and initiated groundbreaking programs in elder abuse litigation, educational rights, and consumer litigation on behalf of the Santa Clara County government and the community.

    Ms. Ravel has served as an elected Governor on the Board of Governors of the State Bar of California, a member of the Judicial Council of the State of California, and Chair of the Commission on Judicial Nominees Evaluation. In 2014, she was named a California Attorney of the Year by California Lawyer magazine for her work in Government law, and in 2007, the State Bar of California named Ms. Ravel Public Attorney of the Year for her contributions to public service.

    Ms. Ravel received her B.A. from the University of California, Berkeley and her J.D. from the University of California, Hastings College of the Law. Ms. Ravel is the daughter of a Latin American immigrant mother and an American father. She was raised in Latin America before her family settled in the San Francisco Bay area, which she considers home.

    Shenna Bellows

    Shenna Bellows is Maine’s 50th Secretary of State and first female Secretary of State. Secretary Bellows serves as co-chair of the National Association of Secretaries of State (NASS) Business Services Committee, and as co-chair of the Civic Health Subcommittee of the Council of State Governments Healthy States National Task Force. She previously served as a State Senator.

    Outside of elected office, she served as Executive Director of the Maine Holocaust and Human Rights Center; ran a small consulting business; served as the Executive Director of the ACLU of Maine; and volunteered in the AmeriCorps and Peace Corps among other roles.

    Michelle Whittaker

    Michelle Whittaker is a messaging and political strategist with over 15 years of experience in communications, advocacy outreach, and grassroots mobilization. She is the principal at MCW Creative, a boutique strategic consulting firm for nonprofits and political campaigns. She is the statewide coordinator for Ranked Choice Voting Maryland, a grassroots coalition working to adopt RCV for local and statewide elections. Her expertise is in strategy development, storytelling, constituency engagement, organizing, and media outreach. Michelle is a seasoned campaign manager and financial administrator, running successful fundraising, outreach, and election programs for local races in Montgomery County, Maryland, and the District of Columbia.

    Her past leadership roles include serving as the Director of Communications at FairVote, the Director of Communications for the Democracy Initiative, and the Communications and New Media Director for the United Methodist General Board of Church and Society. She has facilitated numerous workshops on campaign strategy, web development, social media strategy, messaging, and electoral reform along with contributing to academic and advocacy-related publications.

    She organizes the revolution from her home office in Kensington with her 7-year-old, London, and husband, Doogie.

    Molly Fitzpatrick

    Molly Fitzpatrick was elected as Boulder County Clerk and Recorder in 2018. Her current term continues through early January 2023. As Boulder County Clerk and Recorder, Molly oversees three divisions including elections, motor vehicle, and recordingSince taking office, Molly has overseen five elections. As Clerk, Molly has prioritized the advancement of processes designed to enhance integrity, accuracy, accessibility, and security in the elections process and has worked to demonstrate these values to the public.

    Before being elected County Clerk, Molly was the Organizing Director with New Era Colorado, where she managed statewide programs to register thousands of young voters in Colorado, helped voters navigate our elections process, and supported the policies and administrative reforms to make democracy more accessible. She has also worked with county clerks across the state and the state legislature to improve voter access and voter education initiatives – including voter preregistration for 16- and 17-year olds and election modernization in 2013.

    Molly is a graduate of CU Boulder, where she had the privilege of training in the INVST Community Leadership Program at CU, where she later served as a Board Member. She has also served on the Students Learn Students Vote Coalition Advisory Board, where she supported and granted programs to make it easier for campuses across the country to adopt civic engagement programs and practices for their students.

    Molly lives in Boulder with her partner, William, and their dog Piper.

    Leigh Chapman

    Leigh Chapman was appointed Acting Secretary of the Commonwealth on January 8, 2022. Previously, Chapman served as executive director of Deliver My Vote. She also held senior leadership positions at the Leadership Conference on Civil and Human Rights and other non-partisan, non-profit election reform and advocacy organizations. From 2015 to 2017, Chapman served as policy director at the PA Department of State, advancing key agenda items including the implementation of electronic voter registration.

    Chapman earned a bachelor's degree in American studies and history from the University of Virginia and a law degree from the Howard University School of Law.

    Sarah Blahovec

    Sarah Blahovec is a disability rights advocate and activist. She currently works as the Voting and Civic Engagement Director for the National Council on Independent Living, where she advocates for greater accessibility in elections; educates the disability community on voting rights and works to energize a disability voting bloc; and addresses barriers to running for office for people with disabilities.

    Sarah is the creator of Elevate: Campaign Training or People with Disabilities, the first national run for office training program for people with disabilities. As part of her work, she also created “Including People with Disabilities in Your Political Campaign: A Guide for Campaign Staff,” which has been used widely by campaigns and organizations to make their spaces more accessible to people with disabilities.

    Previously, Sarah worked as the Disability Community Engagement Manager for the Democratic National Committee. She is a graduate of American University with a degree in International Studies.

    Sheila Krumholz

    Sheila Krumholz is OpenSecrets' chief administrator, the liaison to its board and major funders, and its primary spokesperson. Sheila became executive director in 2006, having spent eight years as OpenSecrets' research director, supervising data analysis for OpenSecrets.org and OpenSecrets' clients. She first joined the organization in 1989 as assistant editor of the very first edition of Open Secrets, OpenSecrets' flagship publication. In 2010, Fast Company magazine named Sheila to its "Most Influential Women in Technology" list. Sheila has a degree in international relations and political science from the University of Minnesota.

    Amber McReynolds

    Amber McReynolds was appointed to the Postal Service Board of Governors by President Biden and was confirmed by the Senate on May 13, 2021. McReynolds is a leading expert on election administration and policy. Her professional career has been focused on strengthening democratic institutions with a goal of improving the voting experience for all. She is the Founding CEO of the National Vote at Home Institute, a non-partisan non-profit dedicated to expanding and improving vote-by-mail systems in all fifty states.

    As the former Director of Elections for the City and County of Denver, Colorado, McReynolds led the implementation of a first-in-the-nation ballot tracking, reporting, and communication program to increase accountability and enhance security for mail ballots. Her efforts garnered national and international awards and helped to shape Colorado’s vote-by-mail expansion in 2013. In 2018, Governing Magazine named her as a Top Public Official of the Year for her work to improve the voting process. She was also recognized as a 2020 Top Women in Business in Colorado.

    McReynolds is the co-author of the book “When Women Vote.” She also serves on the National Election Task Force on Election Crises, the National Council on Election Integrity, as an advisory board member for the Massachusetts Institute of Technology (MIT) Election and Data Science Lab, as a board member for Represent Women, as a board member for City Year Denver, and on various advisory boards for other national organizations focused on improving election administration.

    McReynolds is a graduate of the University of Illinois at Urbana-Champaign and the London School of Economics and Political Science.
